Heather Todd Horrocks is an Associate General Counsel in the transactional practice group.

Prior to joining Arizona State University, Heather was in private practice focusing on mergers and acquisitions, general corporate law, and data privacy. There, she advised clients on complex transactions, corporate governance, and regulatory compliance. Before entering private practice, Heather clerked for Judge Andrew D. Hurwitz of the Ninth Circuit Court of Appeals.

Heather holds a Juris Doctor degree, summa cum laude, from the Sandra Day O'Connor College of Law at Arizona State University.
