Kwan is an Associate General Counsel in the Office of General Counsel at Arizona State University, where she focuses on litigation and pre-litigation matters. Previously, Kwan was an Assistant Attorney General at the Arizona Attorney General’s Office and following that, an Assistant United States Attorney for the United States Attorney’s Office – District of Arizona. While in the public sector, Kwan specialized in defending government agencies in a wide variety of civil cases. Before practicing in the public sector, Kwan clerked for Arizona Court of Appeals Judge Maurice Portley.

Kwan holds a Juris Doctor degree from Arizona State University Sandra Day O'Connor College of Law, 2013. She also holds a Bachelor of Science degree in Molecular Biosciences and Biotechnologies from Arizona State University, 2005.

She is admitted to practice law in Arizona; the U.S. District Court for the State of Arizona; and the United States Court of Appeals for the Ninth Circuit.
